What do empty houses mean in astrology?

Short answer
An empty house is a chart house containing no planets under the chart's settings. It does not mean the related area of life is absent or closed to you. Astrologers may read the sign on its cusp and that sign's ruling planet. Houses need a reliable birth time, and the chosen house system affects their boundaries.
Empty describes the chart, not your life
A house is one of twelve chart areas. Empty means no planets fall inside its boundaries in the chart you are using. A calculator may still display a node or another point there; that is not the same as a planet.
An empty seventh house does not rule out relationships. An empty tenth house does not rule out public work. The chart's layout is not a list of experiences you are allowed to have.
Find the cusp and its ruler
A house cusp is its starting boundary. Astrologers often look at the zodiac sign on that boundary, then find the planet assigned to that sign. This planet is the house ruler, whether or not the house contains planets.
The ruler's sign, house, and aspects can connect the house topic with other parts of the chart. State whether you use traditional or modern sign rulerships, especially for Scorpio, Aquarius, and Pisces.
Check the house system first
House boundaries depend on the calculation method. A planet can be in one house in an equal-house chart and another in a Placidus chart. That does not mean the planet moved or that your life changed between calculators.
Astral Meridian uses equal houses measured from the Ascendant when the birth time is available. Each house spans 30°. Do not assume that Aries is always the first house or that a sign and a house are interchangeable.
What to leave out when time is unknown
Without a reliable birth time, you cannot confidently label a house empty, place its cusp, or locate its ruler by house. A chart calculated for a placeholder time does not solve that uncertainty.
You can still read reliable planet signs and some aspects. Keep house claims separate. Even with exact data, an empty house cannot predict whether a relationship, opportunity, or milestone will happen.

Empty houses do not prove an absence of relationships, work, creativity, or any other life topic. House interpretation requires a reliable birth time and an explicit house system. It is symbolic reflection, not a basis for predicting personal outcomes.
An empty seventh house with a Libra cusp
In a hypothetical chart with an empty seventh house beginning in Libra, Venus is the house ruler. A reader can examine Venus's sign and aspects for a symbolic relationship theme. This does not forecast whether someone will partner, stay single, or have one particular kind of relationship.
